ARD 3.1 Unable to export test cases to ALM

While attempting to Test cases from the N8S_XP_Activation_RatePlan3 Flow, which contains 436 Test Cases, with about 79 steps each, we are seeing the export error out after a while. We have tried breaking up the export into blocks of 50; 1-50, 51-100, etc. The export ran fine until around the 151 mark where we saw 4 failed exports, and in the next 50 there were 33 failed exports. Attached a copy of the ARD log for review.

The root cause is due to a limitation, or possible defect with ALM. Essentially when we export large payloads (Lots of tests with each test having a lot of stops) ALM will create a small record stub for a test case and then populate the main part of the test case afterward. If something goes wrong with the test case export these stubs aren’t cleaned up and remain there. Since test case names have a uniqueness constraint in ALM they block any retry of an export of these tests since there is a violation of uniqueness.
Recommended workaround: Batch test case export and be wary of errors in future that are 409: conflict, test case name already exists.
