The Event Scenario 'Assign User' action returns the message "Please Wait" and an interminable progress indicator

Issue/Introduction

A user is restricted by portal privileges to view only events and entities for a specific country; however, this restriction does not prevent the user from seeing users and other entities outside the selected country that match a given event scenario, and the user is able to select any of the remediation action buttons. When the user attempts to assign an event via the Assign User action, however, the message "Please Wait" is displayed and the progress indicator GIF persists indefinitely.
