TCS Collector ERRORs When Starting Up

Issue/Introduction

APM DB (Oracle) was migrated to Oracle 19.6. I made the necessary changes to the tess-db-cfg.xml file to reflect new DB settings. And since I can't disable TIM Monitors in CEM GUI. I went into the DB and disabled them using SQL Dev Tools program. 

Once I 'disabled' the monitors, I then went to Tim Collection Service (TCS) Collector to start it back up to see if it would connect to the new DB server. All other Collectors and MoM are shutdown.

I saw the following ERRORs in TCS Collector logs:

Cause

TIM was not started before TCS service started.

Resolution

TIM was not started before TCS started. Once started, all worked as expected without any error messages.
