New SysGen syntax to define a cushion for pool 255

Issue/Introduction

Historically, it has never been possible to define a cushion for pool 255 (XA STORAGE POOL). However, the runtime code has always been there to support such a cushion and it has been possible to define one dynamically with DCMT VARY STORAGE

New APAR SO14629 has been provided to allow the definition of a cushion on pool 255 in SYSGEN.
