Changing the following ACF2 GSO PSWD password setting: 

NOPSWDPLID to PSWDPLID

Resolution

From the ACF2 documentation for PSWDPLID|NOPSWDPLID it states:

Specifies whether CA ACF2 will check for a logonid anywhere within a new password.
PSWDPLID specifies that new passwords will be checked and rejected if they contain 
the logonid. Before the password is compared to the logonid, it is temporarily upper-cased.
The default is NOPSWDPLID, which specifies that passwords are not checked for a logonid.

Note: Changes to this parameter take effect at the next password change of the user.
