Possible root cause is the Security String and Legacy SNMP Community String attributes on the User Group and/or User model were changed from the default values of ADMIN and ADMIN,0 respectively.
The Security String and Legacy SNMP Community String attributes on the User Group and/or User model should not be changed from the default values of ADMIN and ADMIN,0 respectively.
Set these attributes back to their default values and re-configure the licenses, landscapes and roles as needed.
