Incorrect behavior for Latest Date fields in search tickets forms

Steps to reproduce :
1. Ensure the dateFormat is set as 'DD.MM.YYYY hh:mm (am,pm)' in web.cfg. 2. Login as Analyst and search for tickets by setting the Latest Open Date as '10.3.2019' (or any other Latest Date in the search form). 3. Click on search.
Result: The Latest Open Date in the search filter is now set to '03.10.2019 11:59 PM' instead of '10.3.2019 11:59 PM'
