Trying to logon to PAM but PAM replies with "PAM-CMN-0900: Bad User ID or Password." but user is entering correct User ID and Password.
PAM Client side Locale setting can cause this behavior.

Try testing with EN-US Locale at the OS level.
Changing the "Client language" setting in PAM Client Configuration page may not resolve this.
