Top Secret resource refresh CSFSERV not working.

Issue/Introduction

TSS REFRESH(acid)JOBNAME(*)) not picking up PERMIT changes for the resource class CSFSERV in CICS.

User still gets security violation for user even though they are PERMITed and the TSS REFRESH was done.

CICS has to be recycled for the PERMIT to be picked up by the acid.
