Is there anyway to change the default behavior?
There's not a way to modify the behavior, and his will need to be treated as an Enhancement Request.

The TDM Portal patch that contains this enhancement: TDMWeb-184.108.40.206
To install the patch:
Make a back up of your gtrep database (precautionary)
Stop the CA Test Data Manager Portal service
Stop the OrientDB service
Make a backup of the %ProgramFiles%\CA\CA Test Data Manager Portal directory ( or the directory where you have installed portal)
Open a Windows File Exploror and navigate to %ProgramData%\CA|CA Test Data Manager Portal\logs directory and clear out the old Portal logs.
Download and extract the TDMWeb-220.127.116.11.zip file into a temporary directory of your choice.
Right click on 'setup_CA Test Data Manager Portal18.104.22.168.exe' and 'Run as administrator'.
After the installation is complete, you may need to stop the CA Test Data Manager service once more, and go to the %ProgramFiles%\CA\CA Test Data Manager Portal\conf\application.properties file and make the following modifications:
Instruction: You must add a new entry into application.properties.
#Set this flag to true, to have the checkbox All Projects into Self Service Catalog checked. tdmweb.selfService.AllProjectsCheckbox.default=true
Explanation: In this case, the checkbox ‘All Projects’ will be checked. Once that you uncheck this checkbox, we will store it on the browser side and it will be unchecked until you check it again or make a new login.
Change this entry to tdmweb.selfService.AllProjectsCheckbox.default=false to have the checkbox unchecked. Once that you check this checkbox, we will store it on the browser side and it will be checked until you uncheck it again or make a new login.
