"Request Failed" when checking out more than 13 items in the cart was the original issue presented to support, but it is suspected that this could happen with different cart limits depending on the environment.
This could be caused by a limit set on the cart, or cached information in the Portal or Browser.

1. Verify that the CART is not restricted in the Portal Admin UI under Setup > General Configuration
The default value is unrestricted (-1)
2. Clear the cache from the Portal. In the Admin UI navigate to Tool > Clear Cache. Select All in the upper right corner and click "Clear Cache"
3. Clear the cache from your browser.
