DADS Plus release 4.0 apply check of fix RO91358 deletes load modules - elements from SMP/E. Is this expected?

Issue/Introduction

The apply check job for DADS PLUS  PTF  RO91358 shows several  Elements status is getting deleted from the SMP/E environment. I would like to know if this is expected?

For example:

Fix RO91358 is a repackaging fix of ALL the DADS Plus for CICS release 4.0 load  modules. So the DELETE messages for each load module is expected when you apply the fix. When you view the SMP/E control statement for RO91358 you will see the delete statements for each load module. For example:
