We are removing Oracle Java from our applications when possible. We are using DevTest 10.3 and it is currently using Oracle Java. I believe Oracle Java is the only java supported. Please confirm. Also if it is our only choice, is the Oracle java license included with DevTest or do we need to supply our own?

The best thing for you to do is upgrade to the current release of DevTest.
In DevTest 10.6, we changed our Java support from the Oracle Java JRE 1.8.0_102 to OpenJDK version 8. So upgrading will take care of the Java version for you.
Also DevTest 10.3 is scheduled to be End of Service by October 31, 2020. Meaning that after October, if you have a situation arise, where you needed to open a defect, our development team would require you first upgrade to the latest GA release and verify if the issue still exists.
Another thing to consider, after October, you cannot open a DevTest P1 support case, unless you have purchased Extended Support for DevTest. Therefore, it would be best to upgrade before the end of October.
