A user with "Request Manager" Role is not able to transfer "My Pending Action" Requests to other users

Steps to transfer Request Manager own pending actions:
1.- Login to End User user (which as a Manager configured called "Manager1").
2.- Request a service that requires an approval, this approval will appear on Manager1's Pending Action list.
3.- Login with Manager1 (which has "Request Manager" as his role) and go to Pending Action list and look for the offering recently requested. Click on 'Action' button and in the expanded list click on "Transfer".
4.- Now, on the next window mark the check box of the offering and click on hyperlink "Transfer" and in the pop-up windows that appears, select a new user, which on my case is another user called 'Manager1', which also has Request Mmanager role, then click save.
5.- With 'Manager1' go back to Pending My Action page and the previous offering disappeared.
6.- Finally, login to Catalog using 'Manager2' user, navigate to Pending Action list, and the action was transferred to him.
