Issue/Introduction

Updating some parms in Detector (PDT CDBAPARM) to enable the ziip processing. There is a need to change the Sampling rate to 50% for  Detector and Subsystem Analyzer.  Where to make the change permanent for the sampling rate? Is it online? Does Xmanager needs to be recycled?
