CA Jobtrac - VINIT (VINIT3) being started twice at IPL time

Issue/Introduction

Following an IPL, the CA Jobtrac VINIT started task is being started twice. 

First time  VINIT is being started starting with parameter "PARM=INIT"
Second time  VINIT is started once more with "PARM='ONLY=GJTRVMXT'".

Release : 11.0

Component : JOBTRAC

Resolution

S VINITx,PARM='ONLY=GJTRVMXT' is usually only issued when the AMR table did not activate successfully on the first start of JOBTRAC
So, only 1 start of VINIT is required .. The first startup of VINIT will show that the status of AMR
