Under the admin account, the user can't create a policy for the custom gatelet (Protect -> Polices ->New -> Policy)
but when using account with superadmin access, custom gatelet is present on the list:
Insufficient access rights.

In order to see a custom gatelet in the list of services when creating a policy, the access profile needs to have Cloud Services -> All -> View enabled:
NOTE - if even one service is not enabled in the access profile, custom gatelet will be not visible when creating policy.
