When attempting to delete a user on the OnDemand portal, the following error is thrown:
Users is temporarily unavailable.
When trying to activate this same user, the following error is thrown:
You have entered invalid data. Please try again.

These errors may occur if a user having the same username no longer exists in the Clarity instance that the portal user is assigned to. In order to be able to delete the user, a user having this username will need to be created in Clarity or if there is a user that had this username previously, their username will temporarily need to be changed back. Once a user having the same username as that defined in the portal, the user will be able to be deleted without error using the following steps:
1. Un-assign user from all applications. This will send a XOG request to PPM to deactivate user in PPM. User will not be deleted in PPM.
2. Deactivate user in Portal
3. Remove user from Portal
