Queues are stuck

When I login to IM early morning , I always found these queue stuck in my IM. Kindly provide a feasible solution and document for further reference.

Attach queue backed up.
Increased bulk size of GET queue to 1750 on the upstream hub, but downstream hub still sends, then seems to stall then send again in chunks. It just took a few minutes to catch up since once we set the bulk_size from 1500 to 1750, the queue was able to catch up and EMPTY.
Sent QOS messages began decreasing much faster
2nd thing we increased post_reply_timeout to 300 and hub_request_timeout to 180 as well on the hub showing the queued up messages.
