At IPL, the following message is seen during SMF initialization:
IFA707I SMF CANNOT CONNECT TO LOGSTREAM IFASMF.xxxxxx REASON=SAF RESOURCE WAS NOT DEFINED

Cause
One cause can be a timing error resulting in a conflict between ACF2 and SMF initialization.
ACF2 requires SMF to have completed initialization before any requests are processed so that proper auditing can be done. But if SMF starts initializing and requires access to the logstream dataset before ACF2 initialization is complete, the IFA707I error message might be seen, and SMF may lose data.
ACF2 initialization is not complete until message ACF8A900 ACF2 INITIALIZATION COMPLETE is seen.
Resolution
IBM suggests that IPL initially start without the SMF logstream. An automated operator can then trigger activation of the SMF logstream mode once the ACF8A900 ACF2 INITIALIZATION COMPLETE message is seen.
