Proceses/Jobs not completing due to recurring scheduled job finishing 1 day before Recur Until date

Issue/Introduction

We are seeing an issue with job scheduling process. Some processes either did not run, or got stuck/hung.

Processes were scheduled using 'Execute a Process' Job but none of those ran. 

STEPS TO REPRODUCE

1. Log in to Clarity

2. Create a Scheduled job with recurrence as follows:

Start date: Today
Start Time: 7:15 PM
Monthly: 
Months: August 
Days of Month: 16,19,20
Hours: 19
Minutes: 15
Recur Until: 8/20/19
Example:

Start date : 8/16/2019
Start Time : 7:15 PM
Monthly: 
Months: August 
Days of Month: 16,19,20
Hours: 19
Minutes: 15
Recur Until: 8/20/19

Expected Results: The scheduled job should respect Recur Until which in this case is 8/20, but after 8/19 run job goes into Completed status. It should not show as Completed until 8/20/19 finishes.

Actual Results: After 8/19 run job goes into Completed status, and will not run on 8/20.
