Financial reports failing in PostgreSQL DB when EUR currency is used

Issue/Introduction

Financial Management Reports are failing when the Default system currency is EUR and the Report Currency is EUR
 
Steps to replicate:
  1. Create a Clarity System with EUR Currency as default.
  2. Financially enable the system.
  3. Configure the entity in System Options.
  4. Create a Project.
  5. Create cost plan, and populate cost plan with data.
  6. Submit the cost plan for Approval and approve the Cost Plan to get a budget plan.
  7. Run DWH Full Load.
  8. Run DWH Access Rights Job.
  9. After job completes, Navigate to Advanced Reporting.
  10. Navigate to View -> Repository -> CA PPM -> Reports -> Financial Management -> Financial Budget vs. Forecast by Period.
  11. Select the project created in step 4, select the Reporting currency as EUR.
  12. Run the Report.

Expected Results :- Report completes Successfully.
Actual Results :- Report fails with “error filling report”
