Getting a C1E0116E error starting Endevor on a Disaster Recovery LPAR

Issue/Introduction

Attempting to bring up a copy of an Endevor implementation on a different LPAR as a Disaster Recovery strategy.

When attempting to run the DEFINE SYSTEM, etc statements get the message: 
C1E0116E  RC=1708-0002 ALLOCATION ERROR  - iprfx.iqual.ELMCATL

Any clues on what should be checked in relation to the ELMCATL error?

Component : CA Endevor Software Change Manager

Cause

1708-0002 means the dataset name specified does not exist. 

Resolution

Verify that the ELMCATL data set exists. 

Double check the spelling of the physical dataset name matches the dataset name in the C1DEFLTS
