In Clarity Classic user interface if the Total ETC is blanked out from within the Task => Assignment section, the ETC for future months is automatically calculated based on resource allocation. What is the reason for this?

This is working as designed.
There is a difference in the behavior between Modern UX and Classic User interface by design.
In the Modern UX, we have the ability to 'spread' the values entered into the 'Total ETC' field across the 'Per-Period Metrics' (TSV) configured or not configured on the page.
Therefore, when the user clears out the value in the Total, it is designed to clear out the values in the periods.
To re-populate the periods, the user can put in the total amount and it will spread according to the resource's availability for the periods.
