REST interface does not show inactive contacts

Issue/Introduction

Steps to reproduce:

1. Create a contact. For this contact set email address i.e. [email protected]
2. Make the contact inactive.
3. Search for the user with the email address via REST interface.
    I.e /caisd-rest/cnt?WC=email_address=\'[email protected]\'
4. User is not found. 
 
Note: issue reproduced in 17.2.0.2  , previously in 17.0 the issue is not reproduced.
 

Cause

Issue related to special characters in email address.
