When attempting to upgrade a CICS region from CTS 5.2 to CTS 5.5, the CICS region is abending U1800 with message:

A ticket was opened with IBM and they advised:
The reason code of x'1C' means "The user's access has been revoked". Userid xxxxx needs to be re-instated by your security team.
There is, however, no indication that the user's access was revoked as the region was successfully restarted after reverting back to CICS TS V5.2 from V5.5.
It should be noted the xxxxx userid assigned to this CICS region, and the default userid, are the same.

The CICS region was not getting any of the Top Secret phase messages (phase 0, 1, and 2 started and completed) when the region started. The following compatibility maintenance needs to be applied for CICS 5.5:
For Top Secret r16: SO05545, SO05546, SO07159, SO09909, SO11115, and SO12830.
For CA Common Services r14.1: RO98736
For CA Common Services r15.0, no maintenance is required.
