Issue/Introduction

How to permit a user to open a console with a name SYSPGM@1. 

IBM documentation notes say that READ access should be granted to resource OPERCMDS(MVS.MCSOPER.SYSPGM@1).

Does this means that  a grant UPDATE or ALL access to this resource, will it give the ACID more ability rather than open the console?

While permitting access higher than READ for this userID will encompass more than the necessary authorities for this function, it will not change the userID's behavior from a Consoles perspective.
