Web Viewer unstable after system IPL - Need task restart/order instructions

Issue/Introduction

After experiencing issues with 12.1 Web Viewer after an IPL of the system, we need to know in what order tasks should be restarted. We may have accidentally started some tasks twice.

Cause

Bringing tasks up in an incorrect order causes problems. 

Environment

Release : 12.1

Component : CA OUTPUT MANAGEMENT WEB VIEWER FOR ALL PLATFORMS

Resolution

The procedure/startup order should be:
 
ENF re-started CCITCP
S CADRAS
S OMWVSTRT  
 
...but DRAS can be started at any point after CCITCP/CCISSL independently of Tomcat.   However, that does depend whether you are using the CCS Tomcat task rather than one CA/Broadcom supplied with the Web Viewer install.
 
ENF and CCI are normally handled with other common basic system applications.  If you inadvertently start Tomcat a second time, the second attempt would fail but the first one would continue as normal 'if' it started normally.  It's uncertain what would happen when restarting CCITCP when it is already active.  There is no connection between CCITCP and Tomcat, but DRAS cannot be accessed unless CCITCP is active, with all of this of course, being prior to accessing your CA data repositories with Web Viewer. 

Additional Information

Recommend upgrading Tomcat to 9.0.31 (PTF SO12509) And 12.1 Web Viewer to Build 205 with PTF SO13486.
