Top Secret Implementation is documented here. There are no Top Secret and MLS best practices documents and there are none on the Internet.

MLS was introduced by IBM 15 years ago and its adoption was extremely low.

Top Secret support is only aware of only 1 Top Secret site that actually uses it.

The consensus from Top Secret clients is the features MLS provides is not worth the time, effort to implement, extra overhead, duplicate TSS functionality and to maintain it.
