SLO not fulfilled when monitoring a job with no previous executions

Issue/Introduction

Under specific conditions the SLO is not fulfilled when it monitors a job with no previous executions. 

Cause

The ERT is set to a fixed value. See example below:

Resolution

After the first run of the job the current ERT has been set to the fixed value and will be considered. The issue only occurs on the first run of the job.
