Resolution

OPERATOR Attribute : Grants authority for a specific subset of TSO operator commands (CANCEL, DISPLAY, END, HELP, MONITOR, SEND, STOPMN, SLIP) and ACF2 maintenance commands, including SWITCH and REBUILD.

CONSOLE Attribute: Grants access to the TSO/E CONSOLE facility. This allows the user to issue MVS system commands directly from their TSO session, subject to MCS (Multiple Console Support) authority.
