Resolution

The OPERATOR attribute allows the user to enter certain select TSO operator privileges console commands(CANCEL,DISPLAY,END,HELP,MONITOR,SEND,STOPMN,SLIP) and the ACF2 SWITCH, REBUILD command, and others.

ACF2 CONSOLE is equivalent to TSO/E CONSOLE facility. MVS console commands that would be used in a TSO session.
