Issue/Introduction

SUMMARY: Menu items are overlapping in the Clarity landing page, while minimizing the window for parallel testing when using Phoenix UI

STEPS TO REPRODUCE: 

1. Login to Clarity as Admin and change UI Theme to Phoenix UI
2. Navigate to General page
3. Make your browser window smaller until you start seeing Menus overlapping each other under Home, same observed when clicking on Administration menu as well.

Expected Results: Home/Administration Menu should not overlapping when window size is small.

Actual Results: Home/Administration Menu are overlapping when window size is small.
