SUMMARY: Options/ Cart wheels are overlapping with the text, while minimizing the window for parallel testing in Phoenix UI

STEPS TO REPRODUCE: 

1. Login to Clarity as Admin and change UI Theme to Phoenix UI
2. Navigate to General page
3. Start making your browser window smaller until you see Options cart wheels overlaying Favotite Links and Notifications portlets

Expected Results: Options cart wheels should not overlay Favotite Links and Notifications portlets

Actual Results: Options cart wheels is overlaying Favotite Links and Notifications portlets
