The reason to get a "No requests" message is because the user you are searching for has the Scope Status attribute different from Active
Check the Scope Status of the user is Active or change the Scope Status of the user to Active.
- Open Identity Porta Admin UI
- From menu, select Modules > My Requests
- From Request Scope tab, if there is only "My Requests", create a new Request Scope
- Type a name to the new Request Scope
- Select the Profiles that will use this Request Scope
- From Scope tab, add a condition as follow, adding the user Ids
- Click Save button
