There can be a scenario when using two dimensional portlets, where all the rows seen in the UI do not get exported to excel.
This is caused by the number of rows limitation set for exporting to excel in the system. Each column of the 2nd dimension is fetched as a row when a two-dimensional portlet's query is executed on the database. So, for example, if there are 7 columns in the 2nd dimension of a portlet, and if the "Export to Excel" rows limitation is set at 25000, then approximately 3571 (25000 / 7) rows of data (excluding the header and aggregate rows) can be obtained in an Excel sheet.
For versions below 15.6.1 check E2E_MAX_ROWS property under governor.properties for the maximum number of rows that can be exported.
