Javelin 2.0.800.37 not working when double clicking a workflow on desktop after upgrade to GA 4.9 Javelin

Issue/Introduction

Javelin works if I click on its shortcut. It even works from cmd prompt. 

When I try to double-click a workflow from my Desktop, I get this error:

Resolution

Ran a Repair from Windows Control Panel and it fixed the issue.
