Not seeing updated alarms after Notifier restart

Issue/Introduction

After restarting Notifier it is noticed that new alarms or clears are not processing

Cause

GET_EXISTING_ALARMS=true is set in the alarm resource file (.alarmrc)

Resolution

Notifier needs to load existing alarms into memory when this option is set.

When there are thousands of alarms this process can take a very long time.

It is advised to turn this feature off in the resource file.
