After restarting the registry on a different device I am getting the following error.

patch_DE406396_10.4.0_LTD.jar fixes the issue. apply the patch to HOME/lib/patches folder on the Registry server.
Please make sure the patch is also placed in LISA_HOME/lib/patches folder of all the machines from where you start the WORKSTATION
