Unable to Assign Roles to To Do Items in the Modern UX

Issue/Introduction

Roles are not available to assign to the To Do items in the Modern UX.

Steps to reproduce:

1. Create a project in Clarity in the Modern UX
2. Add Roles on the Staff tab.
3. Create a Task and add a To DO Item.
4. Click Assign.

Expected Result: Roles are available to select to assign to the To Do

Actual Result: Only actual resources are available to assign to the To Do item, not the Roles.

Resolution

The To DO owner must be a resource or defined team, not a role.
