Error: "PRJ-07581" when deleting tasks with actuals or transactions

Issue/Introduction
You are seeing the following error message when deleting tasks:
PRJ-07581: One or more tasks can not be deleted. This may be due to committed assignment actuals or transactions.
Environment
Release: All Supported
Component: Clarity Project Management
Cause
It is not possible to delete tasks with posted actuals or transactions.
Resolution
Make sure there are no posted actuals or transactions before trying to delete a task.
If you do attempt to delete a task with actuals, when you view the task in OWB, it will display under a Deleted section of the project.
