url_response probe is not able to deploy nor obtain a port and PID

Issue/Introduction

We are not able to deploy the url_response probe. Plus the probe will not start or obtain a port and a pid.

Environment

Release : 9.0.2

Component : UIM - URL_RESPONSE v4.46

RHEL 6

Cause

- running the probe manually, ./url_response, on the RHEL 6 robot, we saw an error->

./url_response: error while loading shared libraries: libicuuc.so.51: cannot open shared object file: No such file or directory

- The LD_LIBRARY_PATH environment variable was not set in the Robot (controller) environment
