Unable to Promote Package (State Reserved)

Issue/Introduction
I am having issues promoting a few packages due to the file having a status reserved. I deleted the File which I am trying to checking and when I check in the files again, it changes state to R. Please advise.
Environment
Release : 13.x and 14.0
Component : CA Harvest Software Change Manager
Cause
The hci.log had an error message about an invalid client path, and we found that is what was causing the problem.
Resolution
He checked his deployment directory and found a missing folder in the folder structure. He added the missing folders and after this the script is working correctly.
Additional Information
When attempting to promote file from reserve status.
Version 2 with a R tag is just a header or placeholder you will not loose data by deleting this
Delete version 2 with R tag by right clicking and going to delete version select then select ok
After deleting Right click on the file and select check out for update
check the file out to a different location, then check it back in to generate another R tag.
Copied updated file into the folder you checked out the other file to select paste and replace.
Right click select Check in and verify that it updated to Today's date.
Right click select promote package to cab
