Clarity PPM allows admins to configure notification templates via Data administration > Notifications. The systems uses the same notification format across all functional areas (projects/risk/issue etc).
Is there a configuration option which allows admins to customize email notifications for the available functional areas?

As of PPM 22.214.171.124 there is no configuration option to customize email notification formats for individual functional areas. The current notification formatting allows you to configure a common setting, like replacing the system format with own custom logo, header/footer text, and style options within the email body.
