New UX - Can you have default links that appear on each Project?

Issue/Introduction

We have defined various links and if I go to a project/program I can add more to the one I'm working on, but question is, How do I add a new link that will be visible for all projects and/or programs?

Environment

Release : 15.7.1

Component : CA PPM APPLICATION

Resolution

The ability to have "template links" that will display across multiple Projects is not possible in the current design.

It would be possible to accomplish with a gel script.
