Clarity: Upgrade from v12 to v13 'Forecast Equals Budget' Checkbox has new functionality as 'Budget Equals Planned'

Issue/Introduction

Description:

After we upgraded from Clarity v12.x to v13.x, our Budgeted Cost Values are wiped out or changed to an unexpected value.

We reviewed the information on page 25 of the CA Clarity PPM v13.0.00 Change Impact and Upgrade Guide, regarding changes in the 'Simple Budget' page for the removal of the 'Forecast' attributes and the upgrade actions recommended.

The following Simple Budget forecast fields were removed:

 

  • Forecasted Benefit
  • Forecasted Benefit Finish
  • Forecasted Benefit Start
  • Forecasted Breakeven
  • Forecasted Cost
  • Forecasted Cost Finish
  • Forecasted Cost Start
  • Forecasted NPV
  • Forecasted ROI

 

The following fields were renamed:

 

  • Forecast equals Budget is now Budget equals Planned Values.
  • Calculate NPV is now Calculate Financial Metrics.

The Simple Budget page will be refreshed during the upgrade if it was not customized.

Upgrade action:

  • If any of the user-defined process uses deprecated simple budget forecast attributes, the process definition is invalidated. Update the process definition to remove references to the deprecated attributes.
  • If any custom portlets use simple budget forecast attributes, update the portlets to remove references to the deprecated attributes.
  • If the investment budget view was customized prior to this release, new IRR/MIRR attributes will not display on an investment's budget page out-of-the-box. Reconfigure the investment budget view in Studio to add the new IRR/MIRR attributes.
  • If the investment budget view was not customized, it is refreshed during the upgrade and the new out-of-the-box attributes are visible.

However, this does not explain why our data changed after the upgrade.

Can you please explain what happened?

How can we prepare for our production upgrade to avoid this problem?

If 'Forecast Equals Budget' (attribute ID = 'IS_FCST_EQ_BDGT') is CHECKED, in v12, in the Simple Budget page, the value in the 'Budgeted Cost' attribute is copied into the 'Forecasted Cost' attribute and is not open for editing. If the 'Forecast Equals Budget' attribute is UNCHECKED, the 'Forecasted Cost' attribute is open for editing to enter a different value than the 'Budgeted Cost'.

After the upgrade to v13, the same attribute ID 'IS_FCST_EQ_BDGT' now has a new label and new functionality. The new label is 'Budget Equal Planned'.

Now, the 'Planned Cost' attribute value is copied into the 'Budgeted Cost' attribute and is not open for editing. If the 'Budget Equals Planned' attribute is UNCHECKED, the 'Budgeted Cost' attribute is open for editing to enter a different value than the 'Planned Cost'.

Due to the changes in v13, some customers may want to take the following upgrade actions:

  1. Review the existing data in Clarity v12 by looking at the Project 'Forecast Equals Budget' attribute value before performing the upgrade
  2. BEFORE performing the upgrade, if you want to ensure that the 'Budgeted Cost' is NOT overwritten with the current value in the 'Planned Cost' attribute, set the 'Forecast Equals Budget' attribute to UNCHECKED.
  3. AFTER the upgrade, if the attribute was unchecked in v12, the 'Budgeted Cost' will remain the same value that was seen prior to the upgrade.

Example 1:

In v12, you may have Planned Cost = $15,000, Forecasted Cost = $14,000, Budgeted Cost = $14,000, Forecast Equal Budget = CHECKED

If this attribute remains CHECKED, after the upgrade, the 'Forecasted Cost' attribute is removed and the value in the 'Budgeted Cost' attribute is updated with the value that is in the 'Planned Cost' attribute. Therefore, after the upgrade, Planned Cost = $15,000, Forecasted Cost attribute is removed, Budgeted Cost = $15,000, Budget Equal Planned = CHECKED

Example 2:

In v12, you may have Planned Cost = $15,000, Forecasted Cost = $14,000, Budgeted Cost = $14,000, Forecast Equal Budget = CHECKED

Before the upgrade, in v12, if you change the 'Forecast Equal Budget' = UNCHECKED, after the upgrade, the 'Planned Cost = $15,000, Forecasted Cost attribute is removed, Budgeted Cost = $14,000, Budget Equal Planned = UNCHECKED
