AWA: When attempting to open a job, receiving FRAGMENT_XHEADER(GET)

Issue/Introduction
When attempting to open a JOBS, the following error is noted:
U00020568 Runtime error in object 'FRAGMENT_XHEADER(GET)', line '00028'. DS return code: '0000003590': 'U00003590 UCUDB - DB error: 'OCIStmtFetch', 'ERROR ', '', 'ORA-01403: no data found''. Error occurred in UCDSFUN at position: 'Db2XML9'.
When this occurs, review of the Dialog Worker Process (DWP) logs will show:
U00029170 UCUDB: XML context cannot be created.

Cause
Incorrect configuration causing network communication failures.
Resolution
This can be caused when a configuration on the OS level causes selective network communication failures. In the known instance, this was due to improper OS-level HTTP-Proxy settings. It would be recommended to review what changes were made to the OS and have the settings confirmed and/or reverted.
