ACF2 fixes for CICS toleration for CTS 5.5 were applied, although an earlier release of CICS was running.

Why are these messages issued when CTS 5.2 or 5.3 is being run?
ACF2 CICS initialization processing validates access by the region LOGONID for all the CICS Category 1 transaction codes. From the IBM CICS doc, the CMPE and CHCK transactions are standard in CICS TS 5.4 and 5.5, and therefore the ACF2 CICS 5.5 fixes have to support and validate these.

Messages ACFAE194 and ACFAE098 and ACF04056 seen above are resolved using the ACF2 message doc for ACFAE194:
'Review the ACF04056 messages preceding this one to determine what category 1 transactions the region is prevented from issuing. Then compile resource rules to allow the region to issue those transactions or add them to the SAFELIST. Until this is done, the CICS region is not able to issue the category 1 transaction(s). This message is accompanied by message ACFAE098. Reply CANCEL to the ACFAE098 message - results are unpredictable for a reply of GO or RETRY.'
