Issue/Introduction
Subflows are missing in the ARD HUB while migration of flows
( With Utility) were published as successful , w/o any errors

Resolution
This is a known behavior, caused by a non sanctioned use case scenario. There is a simple work around in these situations: after copying and changing a flow, the customer should do a "Save as..." operation, as opposed to a "Save...". That will change the GUID of the flow, removing the duplicate flow situation.
When starting the migration there is also the possibility of selecting the checkbox "Update flows already existing in the destination". That option will overwrite already existing flows with the same GUID. Unchecking this option will save the duplicates as well, but rename them.
