Access Denied when Copying Tasks from Template

Issue/Introduction

When attempting to copy tasks from a template on the target project's Task tab, users are getting an 'Error 400. Unauthorized' message. 

The app-ca logs also contain an error similar to the following: 

Effective Allocation Start and Finish out of sequence. start = Mon Jan 28 00:00:00 CST 2019 finish = Tues Feb 04 09:00:00 CST 2018

Environment

Release : 15.6.1

Component : CA PPM APPLICATION

Cause

This will occur if the task(s) that is being attempted to be copied from the template has an assignment, and that role/resource has an out of sequence start and finish date on the Team tab. 

Resolution

 
In order to get the task to copy, the Team record's allocation dates need to be modified on the template to where the Finish date is later than the Start date.
