Resolution

As mentioned in our documentation, this USERID in DDOL STATUS display is the 3 character user identification (= CICS OPID) that has been used to signon to Datadictionary.  
That CICS OPID is only used for signon if you run with SECRTY=N in SC00OPTS.  In that case the USERID in that STATUS matches , in all other cases it does not.
